Sovet hakimiyyəti illərində Azərbaycanda islam dininin ciddi təzyiqlərə məruz qalmasına baxmayaraq həm sovet sisteminin öz strukturu həm də Azərbaycandakı sosyal-siyasi struktur dinə qarşı həyata keçirilən siyasətin təsir gücünü olduqca zəiflədirdi.
Bir tərəfdən mərkəzdən həyata keçirilən siyasətin bu cür neytrallaş-dırılması o biri tərəfdən isə milliyətçiliyin güclənməsi Azərbaycanda islamın milli kimliyin bir elementi olaraq qorunub saxlanmasını asanlaşdırmışdır.

Though Islam underwent severe pressures during the Soviet period, both the structure of the Soviet system and the social-political structure of the Azerbaijan weakened the effect of politics that realized against religion.
On the one hand the neutralizing of the politics that realized by center, on the other hand strengthen of nationalism simplified maintenance of Islam as an element of national identity.
